Position Overview: As our Sourcing, Estimating and Contracting Manager, you will be responsible for the entire lifecycle of contract acquisition, from identifying market opportunities and estimating project costs to finalizing contracts and coordinating subcontractors. You will leverage your expertise in procurement, estimating, and contract management to secure profitable contracts that align with our company’s capabilities and strategic goals.
Responsibilities:
Market Research & Niche Identification:

- Conduct thorough market research to identify potential government and commercial clients.
- Analyze market trends and identify areas where the company excels.
- Develop a strategic plan to target and win contracts in niche areas.
- Generate leads and solicit new business opportunities.
Estimating & Budgeting:

- Prepare accurate and detailed cost estimates for potential projects and proposals.
- Analyze labor costs, material needs, equipment requirements, and other relevant factors.
- Collaborate with internal teams to create realistic and competitive estimates.
Proposal Development & Bidding:

- Respond to sources sought and market analysis requests promptly, with follow-up within two weeks after a response is sent.
- Develop compelling proposals that highlight the company’s strengths and address client needs.
- Work with technical teams to meet all technical requirements in proposals.
- Manage the bidding process, with timely and strategic submissions.
Procurement & Contract Management:

- Manage the procurement process, including soliciting bids, evaluating proposals, and negotiating contracts.
- Comply with all government regulations (e.g., FAR) and commercial contract terms.
- Oversee contract execution, deliverables, performance, and timelines.
Risk Mitigation & Contingency Planning:

- Identify and assess potential risks associated with contracts.
- Develop contingency plans to mitigate identified risks.
Subcontractor Vetting & Coordination:

- Vet subcontractors to meet project requirements and company standards.
- Develop and manage relationships with subcontractors.
- Collaborate with Operations to negotiate contracts and set expectations with subcontractors prior to work beginning.
Client Communication & Relationship Management:

- Build and maintain strong relationships with government agencies and commercial clients.
- Attend Industry Day and related events.
- Address client concerns promptly and achieve satisfaction.
- Lead negotiations to close deals and secure profitable contracts.
Team Leadership & Development:

- Recruit, onboard, and train qualified team members to support the sourcing, estimating, and contracting functions.
- Foster a collaborative and results-oriented team environment.
- Provide ongoing coaching and performance management for team members.
- Delegate tasks and empower team members to achieve departmental goals.
- Assist senior leadership by handling additional responsibilities as needed.
Qualifications:
- Bachelor’s degree in business administration, management, or a related field (or equivalent experience).
- Minimum 5 years of experience in procurement, estimating, and contract management.
- Proven track record of successfully securing and managing government and/or commercial contracts.
- Strong analytical and problem-solving skills.
- Excellent negotiation, communication, and interpersonal skills.
- Proficient in MS Office Suite and project management software.
- In-depth knowledge of government contracting regulations (e.g., FAR) a plus.
